Honourable Dr. Natalio D. Wheatley, MHA, is the Premier of the Virgin Islands and Minister of Finance. He assumed the office of Premier on 5th May, 2022 and currently represents the Seventh Electoral District in the House of Assembly.
Before becoming Premier, he served as Deputy Premier in rotation from 2019 to 2022 and has held several ministerial portfolios, including responsibilities for education, culture, youth affairs, fisheries, and agriculture. He also carries the portfolio of Minister of Finance, where he oversees the Territory’s fiscal and economic policies.
Premier Wheatley comes from a legacy of public service as the grandson of the late Willard Wheatley, a former Chief Minister of the Virgin Islands. His leadership is marked by a strong emphasis on good governance, sustainable development, and the continued transformation of the Virgin Islands Public Service.
On the regional and international stage, he has been an active voice for the Overseas Territories. In 2025, he was elected President of the United Kingdom Overseas Territories Association (UKOTA) and now chairs its Political Council, where he represents the collective interests of the Territories and advocates for stronger collaboration with the United Kingdom and international partners.
Premier Wheatley continues to focus on advancing the Virgin Islands through sound economic management, investment in people, and building resilience for a sustainable future.
Honourable Dr. Natalio D. Wheatley was first elected to the House of Assembly in 2019 as the Representative for the Seventh Electoral District. Shortly after entering Parliament, he was appointed Deputy Premier, serving in rotation between 2019 and 2022, and held ministerial responsibilities for Education, Culture, Youth Affairs, Fisheries, and Agriculture.
During his tenure as Minister, he advanced policies to strengthen education, promote youth development, preserve Virgin Islands’ cultural heritage, and improve food security through sustainable agriculture and fisheries initiatives.
On 5 May 2022, Dr. Wheatley assumed the office of Premier of the Virgin Islands and later took on the additional responsibilities of Minister of Finance. In this capacity, he has led fiscal policy and financial management for the Territory, ensuring stability while promoting reforms that align with the Virgin Islands’ transformation agenda.
As Premier, he has provided leadership during a period of significant political and governance reform, guiding the Territory through constitutional challenges, strengthening systems of accountability, and supporting the Public Service Transformation Programme.
At the regional and international level, Premier Wheatley represents the Virgin Islands in high-level forums, including meetings with the United Nations, CARICOM, the Organisation of Eastern Caribbean States (OECS), and the United Kingdom Government. In 2025, he was elected President of the United Kingdom Overseas Territories Association (UKOTA) and Chair of its Political Council, giving him a leading role in advancing the shared interests of Overseas Territories on the global stage.
Dr. Wheatley continues to champion initiatives that promote good governance, economic diversification, environmental sustainability, and social development, with a firm commitment to building a resilient and self-determined Virgin Islands.
