Early Life & Education
Honourable Julian Fraser was born on 5 July 1950 in Tortola, Virgin Islands, the youngest of five children. He pursued studies in architecture, earning a five-year certificate in Architecture from the Institute of Design and Construction, followed by a Bachelor of Science (Magna Cum Laude) and a Bachelor of Architecture (Cum Laude) from the New York Institute of Technology. He is a registered architect in New York and a member of the American Institute of Architects.

Professional Career
Before entering public life, Honourable Fraser built a distinguished career in architecture. He served as project architect on major developments in New York, including the World Financial Center, and worked with the renowned firm Haines Lundberg Whaler.

Political Career
Honourable Fraser was first elected to represent the Third Electoral District (Sea Cow’s Bay) in 1999 and has served continuously since then. He has held numerous leadership positions, including Minister for Natural Resources and Labour, Deputy Chief Minister, and Minister for Communications and Works.

In 2014, he was elected Chairman of the Virgin Islands Party (VIP) and later served as Leader of the Opposition. In 2018, he founded the Progressives United party, under which he successfully retained his seat.

In October 2024, Honourable Fraser was appointed Deputy Premier and assumed ministerial responsibility for Environment, Natural Resources and Climate Change, as well as Labour and Immigration. In these roles, he has championed sustainable development, climate resilience, and equitable labour practices, representing the Virgin Islands at regional and international forums and advocating for greater access to climate finance.

Throughout his career, Honourable Fraser has been a steadfast advocate for good governance, transparency, and the advancement of the Virgin Islands’ political and constitutional development. Personal Life
Honourable Fraser is married to Kharid Fraser, a former Accountant General of the Virgin Islands. They have one son, Jamil.

Honourable Julian Fraser, RA, MHA, is one of the longest-serving Members of the House of Assembly of the Virgin Islands, with a distinguished parliamentary career spanning more than two decades. First elected in 1999 to represent the Third Electoral District, he has been re-elected at every general election since, earning the confidence and trust of his constituents through dedicated representation and unwavering advocacy.

Throughout his parliamentary career, Honourable Fraser has played a pivotal role in shaping the legislative agenda and advancing the governance of the Virgin Islands. He has served in several senior leadership positions within government, including Minister for Natural Resources and Labour, Deputy Chief Minister, and Minister for Communications and Works. In these capacities, he spearheaded policy initiatives to modernise infrastructure, strengthen labour and immigration frameworks, and safeguard the Territory’s natural environment.

In 2014, Honourable Fraser was elected Chairman of the Virgin Islands Party (VIP) and subsequently appointed Leader of the Opposition, where he provided strong oversight of government actions and championed accountability and good governance. In 2018, he founded the Progressives United political party, continuing his service to the people of the Virgin Islands under its banner.

Following the formation of a coalition government in October 2024, Honourable Fraser was appointed Deputy Premier and Minister for Environment, Natural Resources & Climate Change, as well as Minister for Labour & Immigration. In these roles, he has continued to represent the Virgin Islands at the highest levels, advancing critical legislation on environmental sustainability, climate resilience, and labour policy reform, while ensuring that the voices of his constituents and the wider Territory are heard on the parliamentary floor.

Renowned for his mastery of parliamentary procedure, Honourable Fraser is a respected voice in legislative debates and has contributed significantly to the passage of key laws and policies that have shaped the Territory’s development. His advocacy extends beyond the chamber, promoting transparency, constitutional advancement, and the strengthening of democratic institutions.
