Honourable Dawn J. Smith is the Attorney General of the Virgin Islands. As Attorney General and among other functions and responsibilities, Dawn is the titular head of the Virgin Islands Bar, an ex officio member of the Cabinet of the Virgin Islands and a member of the House of Assembly (non-voting), the National Security Council and the Prerogative of Mercy Committee.
Dawn was admitted to practice as a barrister in the Virgin Islands in 1997. She was in general practice and later specialised in commercial litigation before joining the BVI Financial Services Commission as General Counsel from 2013 to 2020. She also served as Director of the BVI London Office from 2006-2009 and Permanent Secretary in the Premier’s Office from 2017 to 2019 in the aftermath of Hurricane Irma. She is a Solicitor of England & Wales (non-practising) and is also admitted to practice in Barbados, Jamaica and Belize.
Dawn holds a Certificate of Legal Education from the Norman Manley Law School in Kingston, Jamaica (1997); Bachelor of Laws, Upper Second Class Honours from the University of the West Indies, Cave Hill Campus, Barbados (1995) ; a Bachelor of Liberal Arts, cum laude with Highest Honours in Sociology-Anthropology from Middlebury College, Vermont, USA (1992) and completed the General Course at the London School of Economics and Political Science (1991). She is also a Fellow of the Chartered Institute of Arbitrators.
